As you get to the end of the article it becomes clear that senior figures in the Bush Administration thought the FBI investigations in this area were anti-business. New York Times piece blaming the EU for organised crime in Bulgaria. Not wholly fair. The organisations sprang as much out of “shock therapy” and then saw possibilities in grabbing EU aid programmes. Once you get past the outdated neo-liberal ideology of the authors, however, there is a lot of information in the piece and it refers to an OLAF report, bits of which have leaked, on organised crime in Bulgaria.
